❚ Water quality environment management agency
An institution designated under Article 40 of the Act on Special Measures for the Deregulation of Business Activities and Articles 2 and 3 of the Rules on the Designation, etc. of Environmental Management Agencies, etc. shall professionally perform the management of point pollution sources (factory wastewater) and non-point pollution sources (unspecified water pollution discharge sources) under the Water Environment Conservation Act after signing a contract under the same Act

4.. If a person corresponding to any of the following items wishes to be designated as an environmental management agency, they may not need to possess the common technical skills in duplicate.
ⓐ A person who has registered a measurement agency business pursuant to Article 16, Paragraph 1 of the Act on Tests and Inspections in the Environmental Field
ⓑ. A person who has obtained a licence for livestock manure facility management business pursuant to Article 28, Paragraph 1 of the Act on the Management and Use of Livestock Manure.
ⓒ. A person who has registered a personal sewage treatment facility management business pursuant to Article 53, Paragraph 1 of the Sewerage Act.
4-2. An analyst shall be qualified in any of the following categories
ⓐ Chemical Analysis Technician and Environmental Technician
ⓑ Atmosphere Environment Engineer, Water Environment Engineer, or Atmosphere Environment Industry Engineer, Water Environment Industry Engineer
ⓒ Chemical engineer or chemical Industry engineer
ⓓ Environmental Measurement Analyst
5. If a person who has received a permit or registered under the Environmental Technology Development and Support Act, the Clean Atmosphere Conservation Act, the Water Environment Conservation Act, the Noise and Vibration Control Act, the Waste Control Act, the Act on the Management and Use of Livestock Manure, the Sewerage Act, the Hazardous Chemicals Control Act, or the Drinking Water Control Act intends to be designated as an environmental management agency, the common facilities and equipment may not be duplicated..
5-2 Among the facilities and equipment, sample transport vehicles can be rented.
6. If a person who wishes to be designated as an environmental management agency signs a contract for measurement and analysis work or a contract for the joint use of measurement and analysis facilities and equipment with any of the following persons, they may not be provided with the relevant facilities and equipment, and if they sign an agency contract for all of the measurement and analysis work, they may not be provided with the relevant facilities, equipment, and analysis personnel.
ⓐ A person who has registered a measurement agency business pursuant to Article 16, Paragraph 1 of the Act on Tests and Inspections in the Environmental Field
ⓑ Other research facilities equipped with facilities, equipment, and analysts who can measure and analyse the atmospheric or water environment
7. In the case of a person whose designation as a management agency has been cancelled pursuant to Article 6 or whose registration for a prevention facility business has been cancelled pursuant to Article 18, Paragraph 5 of the Environmental Technology Development and Support Act, two years must have passed since the cancellation.
